Looks like 27.6 over 4800, doesn't it? Well, it's not! That three-phase line is 8/13.8kV Y, and runs as ground-return without a neutral for many miles!

If the 4.8kv line is multigrounded wouldn't the neutral be for both circuits

The neutral here only runs for a couple spans. Rest of the line is ground return. Only such line I know of in Connecticut!
