Yup! The 69kV is delta and the 7.2kV is multigrounded single phase.

Those fuses are almost as big as the transformer. I bet that was one heck of a custom made unit, makes the 27.6kv look traditional.

I think those are the same size cutouts as OTP uses in its substations tapped off their 115kV lines.
