I thought this was an interesting setup here. A weigh station was put up in a remote section of Butte County, Idaho along U. S. Route 20. No electric distribution system exists within several miles of this location, so Pacificorp's only choice was to serve the weigh station directly off of the 69kV line with a series of two transformers. The larger can steps 69kV down to 7.2kV, and the smaller one steps 7.2kV down to secondary voltages.

Does seem a bit like something that Otter Tail would rig up. Do you know of any 69kV distribution on their grid?

I've managed to check out their entire 69kV grid and there aren't any small subs like this, but there are a number of one-customer subs around their 41.6kV system.
