Looks like an alley arm would've fit a little better here! CL&P had to cram both phases on the very edge of the crossarm, with only a foot between them!

Yup. Just a couple years after I started taking my safaris. MDU lowered the neutral to the secondary position and dropped the arm off the pole - guess it was causing strain on the end pole (the strings on that dead-end pole had been moved when MDU changed the system from 2400V to 4kV around 1980).
