Those yellow cones are hollow inside so it probably could've gotten fished out with a broomstick or something like that. They wouldn't've even've hadto've shut off the water.

They would not have even have had to have shut off the water.

Those yellow cones are so lightweight, have you ever accidentally had your satchel brush across the top of one in a fast-food restaurant, they tip right over onto the floor.
