I put my hands into the mulch so I definitely know it's definitely mulch but everything else is made of I don't know what the hell.

The ramshackle "narrow balcony" idea is wide enough to stand upon, thanks to the space at the bottom of the railing for people's feet to stick out. It might be a nice place to stand and watch a mardi gras parade or something like that.

Watch for the grey-painted step if you ever decide you need to flee from in there, via that emergency exit, gaspingly.
