Gosh it has huge feet (or tarsi to be correct!)!
Doesn't quite look right for M. scalare.... Not even sure it's a Hover at this stage! Shall investigate! ;-)

That's a Pipunculid fly - parasites of various Homoptera. Many of them have large pads on the feet.
Lovely image. They are a bit difficult to ID to species without microscopic examination.
