This is a Male Common Blue Damselfly (Enallagma cyathigerum). It's Male because it's Blue. It is the Common Blue Damselfly, because it has one Black stripe either side of the Thorax and on the second segment from the thorax on the abdomen it has blue spots. I hope that helps
