The invention of the punched card system is attributed to Joseph-Marie Charles known as Jacquard born 1752 the introduction of looms controlled by his cards was not popular as it reduced skilled weavers to machine minders, Google him it's worth reading the history. Your comment of it being a software programming tool is actually correct that's how computers started
