That's supposedly Louis Felder standing in the middle of the picture, taken around September of 1910. He is of course not standing in front of his store, but rather in front of the "Fulton State Bank" (a private bank receiving its charter from the State of Indiana), which shares space with the post office. Notice that the bank proclaims to have $25,000 in capital.
This is Fulton before street lighting (which came in in 1916) and when neither the streets or sidewalks were paved. (The sidewalks were either gravel or woodplanks. Looks like gravel here.) Note the hand-operated well pump.
