I am stumped on the location. As far as I know, the "Carnival" was focused on the grounds around the Legislative building. It had an ice wall as its perimeter - and there appears to be an ice wall in the background here. That image shows that there were actually four toboggan slides at the Carnival - pair of high ones that faced each other (from a distance) and a pair of lower ones that also faced each other.

Here is another image. It looks to me like the Assiniboine River is running to the right (south) of the toboggan tracks.
