The veritcal lilnes give a smooth and clean feel to the shot, but the grime and grafitti in the foreground column provides counterpoint, increase the effect. Is this processed with a sepia filter, or the natural yellow of the streetlights?

It's the natural yellow of the lights, amplified by adding contrast and saturation, besides that it's a fake HDR to give better visibility to the structure in the ceiling.
