Mostly here are 4 insulators on these powerlines. If you put digital multimeter between 2 phases, youll get 400(380)V. If you put it between phase and ground, youll get 230V(probably 250 without load). 400V is used for 3phase wallsockets and 230V is used for single phase wall sockets.
