I usually move around until I find a good spot. I found a spot where it thinned out a bit and I could stand on a raised platform (where this was taken). Lighting was pretty good at this spot so I stayed there for about 45 minutes. If you can get them walking towards you in low light you can get a better change of getting less blur. Also being elevated made for more full shots. I usually don't like to stay in one spot for more than 5-10 minutes. It tends to get boring with the same backgrounds all the time but sometimes you hate to give up a prime location.
