Silvery-gray leafhoppers???

Silvery-gray leafhoppers???
When I went out to pick up the morning paper the other day I noticed these guys in the lilac shrub just above the newspaper box. I love their eyes. It seems to me these are some type of leaf hopper, but I don't know. Any identification help would be appreciated!
