11kV? Probably from when 1100V was still used as a distribution voltage.

This 11kV system was used to power the New Haven Railroad's electric trains. I think it served as distribution along the tracks too.

The system now exists as 13.2kV, ungrounded single phase. Many of the original towers and insulators are still up as well.
