Don't worry Marri, if the latest scientific view that our present lack of sun spots is going to lead to a new 'little ice age', you might soon be able to enjoy minus forty degree weather too! -GRIN-

Yes 'wind chill' counts, somewhat juleann but... the windchill temperature factors are based on the effect of wind on bare skin (& hence the equivalent chilling effect of a given temperature in still air or moving air), so! Yes it counts but it counts less if you'r well wrapped. :-)
