Horse Guards and Parade
The building is called the Horse Guards, and the grounds in front of it is called the Horse Guards Parade.

The guard is changed daily here, but this is not the more famous Changing of the Guard that also happens at the Buckingham Palace.

"Horse Guards Parade is a large parade ground off Whitehall in central London. It is the site of the annual ceremonies of Trooping the Colour, which commemorates the monarch's official birthday. The grounds used to be the site of the Palace of Whitehall's tiltyard, where tournaments (including jousting) were held in the time of Henry VIII (the early 1500s).

Thank you Keith. I always love seeing the horse guards, and at Horse Guards, as a flicke friend commented, you can get much closer to the horses than at Buckingham Palace.
