Kowloon Walled City Park Museum Display: Illegal Businesses
As a stateless anarchy neighbourhood, the former Kowloon Walled City was a hotbed for illegal businesses, or rather un-licensed businesses. Because neither the British Hong Kong nor the Chinese government had jurisdiction over the Kowloon Walled City, the neighbourhood was full of bakeries and other family-run food processing factories. It's estimated 80% of Hong Kong's locally-consumed fish balls (fish meatballs) were produced un-licensed and illegally from the Walled City.
