Have another look cathy... it's a ten second exposure, the flash is hand-held- not the camera, there are people moving all across the front of the carousel and they're moving too quickly to register on the sensor except where the pool of the flash has caught them a little.
I balanced the camera on a handy wheelie bin, pressed the shutter and then 'painted' Katy with the flash by pressing the test button two or three times. The result is that you get the lines of the carousel lights as they rotate and you get a perfectly sharp and properly exposed image of the model
