Sounds like something to be used by haulage bashers, or a medieval torture device. However, this example is shown in the book as a flail mower, and is used by the PW Department of the Ravenglass & Eskdale Railway to trim back the lineside undergrowth. The machine is otherwise known as 'Anita'.
