When you say "well" I think of the kind in which you lower a bucket and haul it up again full with water. This seems more like a water wheel of sorts.

A ground water irrigation well with a wind powered mechanical chain pump system to get water up from the deep, of course. The ground water level is very deep below, way to deep for a round fetching wheel.
It would be the kind of thing described for the Murcia region in the wikipedia. en.wikipedia.org/wiki/Windpump. It is funny, as on Fuerteventura they tell the tourists it is a "noria" when they display an even more ancient form of chain pump driven by animal power, not that the horizontal transport wheel in the system is the thing called noria.
