That's the Packet House and the packet/passenger boats would sail from the steps in front during the 18th and 19th century.

Terrific picture...went past there yesterday ..now moored at Dover..
Never anywhere to stop though as would like to have a explore and see the entrance to Worsley Delph..where it all began!!
