Frilly is one of over 350 varieties of Dahlia. I didn't see a "name tag" next to her. She lives in the Dahlia Garden at Golden Gate Park and is nurtured by the oldest Dahlia club in North America.
By the way, the blossom is over 35 centimeters in diameter
