Grimshaw Friend or Relative

Brian's great grandmother's family worked in the mills in Rhode Island after emigrating from the north of England. His GGrandmother (Sarah Halkard/Holkard/Halkyard) married a Vermonter (Charles Grimshaw) and she lived in Springfield, Vermont for the rest of her life, but there were friends and possibly relatives who send photos over the years from Providence, and other places in Rhode Island.
My brother-in-law thinks this looks a lot like my 3rd son, Owen.
I think it looks a lot like Brian's cousin Jonathan's son - Garnet.
It's very hard to place this time wise because of the costume he's wearing.
