British Columbia King Family
One of the King family (either a spouse of a sister or brother to Harry King's mother Mary) who emigrated to B.C. from the northwest of England - probably in the 1920s.
Or a Forsyth?
On the back the stamp says:

Oh! My! That was taken on Douglas street, the main street through Victoria. City Hall News is the shop behind this gentleman. That news stand is still in business and that was the original location, it was directly across from our City Hall, hence the name. They have moved about half a block further up the street and the fellow that owns and runs it is now in his 70's but his dad started the business many years ago. Kandid Camera was very popular in Victoria back in the '40's and up to the 70's when it faded away like an old Kodachrome! I remember my mom, my brother and myself were in a Kandid Camera photo back in the late 40's. I can't believe this Deborah! I knew of a King family and they used to own a grocery store, only knew the kids though. I was going to say hey, that's my dad, just down the street! NOT!
