I had an old queen (Missy), a few years ago that did get stuck- she used to jump up and through- so her back legs were left hanging off the ground. I had to use wire cutters to get her out!
She never tried to go through the fence again!
Wire cutters are always to hand- sheep very often get there heads through the wire (the grass is always greener etc...) and can't get back out due to their horns!
Yes- a full grown sheep can get its head through the fence!

Well cats are suppose to fit through anything they can get their head and whiskers through. Kitten is a tight squeeze though.
