That one is mix of wrought iron and cast iron. It's quite a common design. I have seen quite a few like this one.

I wouldn't have thought there was any kind of symbolism in it.
Fancy decorative bits have always been added to buildings in most of the world.
This one is clearly also used as a lightening conductor, which is more than can be said of most of them.

I figured it was a lightening rod when I saw the metal strip running down the side of it, and did plan to ask you if it was. I thought it might contain some religious symbolism since it's on top of a church spire. It doesn't necessarily have to, of course, especially in more recent history.
