they do seem to appear to be "catkins" ... we see these on many shrubs and trees ... hazel trees and shrubs have these ... ;-) hope this helps .. they do look lovely how you have shown them.

It could be of Corylus maxima ‘Red Filbert’ catkin, but the bracts and the catkins look a bt like a pussy willow catkin of a sort. So no real help. ;-)

Whatever tree it is, the catkins look cool on the photo! I'm glad I don't have to breathe the pollen;-)
