You are reading that right..only 4 bells on those chains, carrying a 138 kV line. This is the only one on that line; there are some that match this further down the road, but they're carrying a 69 kV line.

They're obviously counting on the fiberglass brackets to do some of the insulating. Still an iffy practice.

My old instructor said the same thing and thinks this has to be rebuilt at some point

This actually came EXTREMELY close to being replaced when the others along this line were replaced. I remember there was a replacement pole lying there for so long in front of that house, maybe for a year? Then one day the new pole was finally gone.

I didn't know you were there to see what had been up before; do you remember if the previous poles were identical to this?

All of the old poles between the steel pole and the switch pole used to have these hanger brackets (and in the 2 over 1 arrangement like this). However, I recall the poles being a variety of wood as if there were various generations of replacements over time? The poles west of Rt. 48 were replaced for road widening in the mid to late '90s while the ones east of Rt. 48 were replaced in '02 or '03. The distribution switch two poles west of this one was one of those now extinct types.
