That sign is all around Melbourne at the moment, maybe the whole country is dysfunctional?

I'd say the issues are more in public view, and that there's more commercialisation of elective treatments than in the past. This sign is repeated at an intersection 5km away which is a major arterary from Ipswich to the city.
