I like it, minimalistic and i like the effect. You can do this in the Gimp?

Yes. I used a script called diana-holga2 (there is a diana-holga script too, of course). You can find lots of GIMP scripts and plugins here: registry.gimp.org and infos in this Flickr group: www.flickr.com/groups/gimpusers/.
