You mean on the fence? (Never heard of the term "paling"). As is the custom around several neighborhood in this town, nothing gets pruned. So it's overgrown, scraping, split and fallen branches everywhere. I believe the fence top has been filed down by blowing branches, and probably is soft pine to begin with.

In Australia this is a paling fence and an individual vertical timber is a paling. If the fence is low, say ~2ft tall, and has the verticals separated a bit it is a picket fence. Here treated pine is an economy material for fencing, real fences are from treated Australian hardwood and last many decades without attention.

Photo shows the fence made by my former neighbour and myself to replace the one from when the houses were built in the mid 70s.

Fences in the western US used to be made of rot and pest proof redwood, but that stopped around the '80s. The trees are now protected, but for a few privately owned forests. It's very expensive, so I doubt it's as commonly used in fences anymore.
