You don't think that they mean no clamps/fastening/mounting material in the fence to not restrict the view to the field? Otherwise they would it write at the gate to the field and not at the stand.

Nope. They mean no cleats (AKA baseball shoes) in the stands! Stands are what we call the elevated stadium benches. We also call them bleachers, but I have NO idea why!
