This was a first for me. A hole is punched in a window for extension cords. Putting duct tape over that rotting concrete would complete the design. (That's a joke.) ;-b There might have been something wrong with the concrete in the first place. This is an auto repair shop and it's a big building. It's so strange to me that they've let water drain down in that spot, maybe from the rain downspout, so that it's destroying their building. That didn't just start last year. They must be really stupid guys.

Unfortunately I can't open the second picture that is a bit more explicatory what you mean with " they've let water drain down in that spot so that it's destroying their building".
On first sight I cannot see any fault. Well, except of the heavy dammage at the wall itself.

It can't just be patched up in those spots. It requires complicated remedies when they've let it go this long. Water is probably leaking from the rain downspout, which could have been fixed long ago. The building has other places like this and it's been rotting for a long time, so it will be cheaper to move to a new location and abandon the building. This happens a LOT in small towns like mine - buildings rot from lack of maintenance.
