Yellow paint, rust.............what more is needed? A fascinating shot Diane - obviously some kind of ride-along toy, but I've no idea what it's modeled on (or where the driver sits)!

Too small for riding, it's just a normal-sized Tonka grader. About 18" long. It was exactly like this, about 1974:
