Elsewhere, it is usually simplified or combines with other styles. As I sit here looking at 40s & 50s architecture on Google Image, the above building reminds me of small town Soviet buildings and monuments. What that derives from, I'm not sure, but it's cheap materials and mix-and-match design like the above. Maybe Brutalist influence...
