They don't have to be weighed in Germany? It's a safety regulation here for freight-haulers to prevent accidents, but also to keep trucks from destroying the highways.

Sylvain, that article could be about any state!

I'm not sure I can explain why "foot" is correct in this case, but I'll try. 70 foot scales describes the object. If someone asks the man operating the scale, "How long is your scale?" he would answer 70 feet. (Or, an 'old country boy' would use the colloquial, "70 foot.") If a tourist from the city does not know what that thing is and asks the man, "What is that the trucks are driving on?" the man will say "That's a 70 foot scale."

An interesting image. Not too many public scales here, I think the trucks are expected to know their loads! Surely they wouldn't cheat. :-) But there are sometimes mobile inspections by the authorities. HFF.

Diane's correct. The whole phrase "70 foot" is being used as an adjective, so you don't use the plural. Think of "three dog" night, not "three dogs"! ;)
