Was (or is) the word coming first, or the thought?

Thoughts that cannot be clearly "defined" out of the psycho-chemical "chaos" in a person's head – being there more difficult to discern because of the mixture of emotions, feelings, sensations and all the rest that flies (or swimms) around them – can't also lead to the formation of a word...

And on the other side, if a word is not directly and immediately (modaly meant) associated with/to a thought (or "thought unit") cannot really have any meaning...

Who knows the answer?
