Photographing people

After about a hundred pictures of sculptures I decided to start photographing people. Decided is not quite the right word. I was photographing birds in the park and kids kept getting in my way. Is there a clear ethical guide about photographing people?

I don't know what the law is in France- But in the US I believe that you are free to photograph anyone in a public place- parks, sidewalk, streets etc.
